Major optimization:
- Fixed freeze on opening menus
- More efficient settings validation
- Removed unused functions
- Better vehicle limit handling
- Removed useless permissions (modspawn.ModVehicles, modspawn.ModItems, modspawn.ModFurniture)

New features:
- Optional "target" player in the commands to perform the action on another player

Better settings:
- Replaced text file by a JSON file
- Removed vehicle limit boolean
- Setting vehicle limit to 0 disables the vehicle limit
- New option for in-game cheater warnings
- Settings automatically reloads in game when you update them

Improved security:
- Limited menus action range
- Warnings for potential cheating attempts
- Actions logging enabled by default
