Cleaned up the code in general.
+AI will stop declaring wars if they are already at war with more than 3 factions. This will require a lot of playtesting so let me know if this is too much/little.
+Fixed a bug where AI was still declaring wars multiple times in the same turn.
+No longer allow AI to declare wars on their ally/subject/overlord in the rare case that they are allied/subject/overlord to someone they hate.
+Removed a check that wasn't working due to force_dip not updating states, replaced it with a workaround.
+Added some console logging in case something doesn't work.
