Multiple bugs fixed.

Gold and Faith purchase rate bounces back to 3:1.

Unit counter combat bonus is reduced to 15.

Meteor shower now acts more like goody hut.

Reduce the hex of comet lake to 1. Remove +1 all types of yields for adjacent tiles. Double terrain yields instead. +1 all types of yields for itself. Allows citizen working on that tile.

1. Remove AI free tech and civic boost per era
2. Increase AI preference to build districts.
3. Remove AI science and culture % bonus.

Fix the bug that captured city can not repair high level guildhall. Now guildhall can not be pillaged.

AIs get no science and culture percentage bonuses cheat until Medieval era, and get the second buff at Industrial era.
