Fixed the AI message for "help" commands. Much more stable now but somewhat slower.

Fixed some commands from not working from some consoles.

Nerfed shuttle mobility and improved shuttle window visibility, added some lights to engine room, added a spotlight in the hangar for better visibility when docking. Reduced coilgun reload speed from 0.2 to 0.8 and railgun from 5 to 7 to compensate for the number of weapons. Also reduced total super capacitor capacity to 75%.
