Updated all tech boni significantly in the National Focus Tree as they were very outdated.

Most are now instead of 1time use 50% now they are 1time use 100% and -2Year Ahead of Time Reduction!
Or they are 1 year reduction and 2 uses for 100% etc.

Fixed the a bug with the PER_education_reform_focus which focus gives you a national idea to boost research time but this idea wanted to give research_time_factor = -0.03 when it should be research_speed_factor = 0.03
