Fixed Contact events for Void Farers.
Fixed Void Farers not having diplomatic actions such as improving relationships with other empires.
Add the Better Raiding Mod with permission from the Author to improving Raiding done by Marauders, Reavers, and other empires who make use of the Raiding Bombardment Stance.

Add the ability to join the Galactic community as a void farer. Reavers how ever cannot join for obvious reasons.

Fixed missing weapons for ships and stations.
