Changed base spawn a bit, let me know if it fixed it or not.

Default base spawn radius is now 100m to avoid issues of people spawning below the map.

Fixed random spawns not correctly choosing more then one spawn.

Removed the VPPMap requirement for mod, so people can use DayZ Expansion's map if they want or VPPMap.
