removed the startup warning for not having Favid's Extended Perk Pack. woops.

No longer requires Favid's Extended Perk Pack.
The two smoke perks from it have been swapped out for similar ones that work even if the unit wasn't in the original area when the smoke was deployed.

added metainfo for specs. Censer Bearer will unlock grenade launchers and canisters when selected as a secondary spec for random classes.
