POUM will now have the same ability as Anarchists to reset the entire focus tree for 750 pp allowing it to switch ideologies in the late game.

update for 1.11

bugfix:
- the decision to Promote Independence should properly add 30 autonomy each time it's taken

new feature:
- you are now able to spend 10 pp via "Promote Independence" decision to get 30 autonomy back
- the AI won't use this decision

I also updated the screenshots, as they were in dire need of update.
