Updated to Living World's Dec 13th update, altered a few places and shifted around a lot of residents and added/replaced many for more consistent town overrides.

Fixed a Mourn world state.

Added override to the Old Frontlines and cleaned up unnecessary data (hopefully without breaking it).

Modified the Abandoned Towns to have leveled buildings, changed the watchtowers and wind generators for broken ones, changed the town's guards to use the broken watchtowers, added a shop to one and a wind generator building swap to the controlling faction.
Mourn's override states and residents have been tweaked (need to kill the merc commander for UC to move in), changed the extra bar in one to use the empty outpost III.
The Ruined Holy Outpost had it's bandits removed from default.
Spring's override had a militia group added (to man turrets like in the default).
