Updated for 07-Sep-2021 update

Minor tweaks to the cost and upgrades. Upgrades have been made more expensive, I'd missed that one was free! 2nd upgrade reduced to -40% so the building will still require maintenance occasionally once fully upgraded.

Major update, building will need to be destroyed and rebuilt.
Removed dust storm and height boosts.
Reworked power increase, minimum power is 10 and then will gradually increase after that, this was to allow the building to power t least 1 water producerto boost itself.
Overall design reworked, old design was clumsy and basic, reworked to look better.

Updated to reduce boost of dust storms.
Small boosts have been kept as the added airflow would help cool the water tanks.
Dust storm boost reduced to 2%, great dust storm boost reduced to 5%.
