Hotfix 11/15/2019
[OST/OKW]
Hulled Down T-34/76
- Fixed it being able to move while hulled down
- Can no longer shoot until finished construction and hulling down
- Changed testing chance of 99% → 25%
- Set correct build time of 45 seconds
- Stacks can no longer be earned from any wreck
- Once initial construction is done, vehicle can be rotated during hulling down for a window of about 7 seconds. It will attempt to auto face the direction you initially set when placing, but you can change facing during that window of time. Once hull down is complete facing will no longer be possible.

dev note: Somehow I merged my testing code instead of my production code so it was using the test values instead of the intended ones. Should be fine now :)

Thorough Salvage
- [New Functionality]: When salvaging a wrecked T34/76 gain a 25% chance to recover a static, hulled down T34/76 that can be built from the HQ. Building the hulled down T34 consumes the stack. No more can be built until another is recovered.
- Abandoned T34's give a 50% to recover the static T34 stack.
- A new commander ability icon will appear when the player has a stack available for use.

Hulled Down T34
- Build time 45seconds, cost 1 Hull Down T34 stack
- [Upgrade] Ambush Camouflage - enable camouflage for the hulled down T34 and covers the unit in shrubbery to help hide its location.

dev note: The Hulled Down T34 may shift during/after construction. Nothing I do about this, but it won't be off by much.

Forward Operating Base
- Included icons for passive abilities on the FoB will now show on the ability panel when selecting non-active abilities.
- Ability descriptions now include area of effect which will be either "Sector" (meaning the resource sectors entire area) or give an AoE radius from the point of origin (the FoB's location).
- Ability description for passive abilities will describe if the ability is not stackable. All passive abilities are stackable unless explicitly stated otherwise.

[Infantry Training]
- New Functionality: Each rank of research into infantry training also grants infantry +1% Veterancy Experience gain. Level V Infantry Training provides +2% experience gain.

[New Feature]

- Upgrades 1-5 - Each upgrade improves all infantry: Damage Reduction -1%, Received Accuracy -1%, Health +1%, Movement Speed +1%, Weapon Accuracy +1%, Cover Bonus +1%
- Level V Infantry Training modifies these values +/- 2%
- Purchased from Infantry Barracks (T1)
- Custom Icons for each rank of research

- Fixed Russian Kamikaze: reduced damage from aircraft crashing by 90%

- Fixed bug where FoB income increase was not applying correctly
- Fixed Luftwaffe Combat Controller supply drop causing squad to stay stuck indefinitely
