-Added a two-flash strobe. The effect for this tends to lag behind moving objects so this is best for marking static objects only
-The strobes are now identified as -1 (1 flash) and -2 (2 flash)
-The strobes are now standalone items instead of overwriting the vanilla IR strobe
-The vanilla NIR-only strobe has been made lighter (0.05 lbs vs 0.8 lbs default) and has been set to last for 5 hours instead of the default 5 minutes
-General code cleanup
-Fixed mod.cpp to have desciption, image, etc.

Removed ACE3 as a requirement.

Improved strobe so that it can be thrown without breaking.
