Big update to resources, starting policies, buildings, units. This was to make sure that happiness and gold wasn't negative from the start for any of the civs. All civs start with 3 trading units.

Fixed a terrain/resource glitch. Balanced aluminium. Balanced Chinese units and improvements. Other minor balance edits.
