Quickfix: Espionage missions should no longer lock you out of the "Spy on Empires" edict. Yes, THAT bug somehow slipped through...I should be ashamed of myself.

Some localization fixes and a quickfix on a bug where viewing info on an empire would disable the "Spy on Empires" edict forever. For existing saves, wait a few in-game days for the fix to work.

FINALLY DON'T HAVE TO USE STUPID SHIPS TO SPY ON OTHERS!

UPDATE:
-You now just need to have an envoy improving/harming relations with another empire and use the new "Spy on Empires" edict to spy on them. No more convoluted "send this ship to a system at max X distance and wait for Y days".
