Fixed application of AI and food shortage modifiers

• Amount of supplies will now be show in the commander panel
  
• The effect of stances on supplies will now be displayed in the summary of stance effects
  
• Effects of food shortage/surplus will be shown

• Improved assignement of post battle supply gain/loss

• Loose a huge amount of supplies in desolate regions
