Additions:
- With a fully upgraded Strategic Coordination Centers, Naval Logistic Office gives an additional +2 naval capacity to anchorages
- Orbital Rings: Base Defense Platform Capacity increased by 50%
- Increased orbital ring module and building slots
- Orbital Rings get +2 utility slots for all levels
- Tier 3 rings get +1 auxiliary slot
- Tier 3 rings get 1 extra large weapon slot
- Orbital rings get 2 point defense slots per level
- Orbital Ring weapon modules give +1 weapon slot each, hanger bay also gives +1 point defense slot
- Compatibility with Local Production by starchitec

Tweaks:
- Atmospheric Manipulator now an orbital ring building
- +1 starbase capacity per 100 pops (from 200)

Bug Fixes:
- Hyperlane Registrar shows up under the correct tech
- Fixed vanilla bugs in offspring ship reactors

Removals
- Juggernaut tech no longer requires the Stellar Bastion tech
