Quick update so that the new food edicts are available to GODMODE as well as Biomatter Mastery and GODHEART

Re-added the Biomatter Mastery food edicts at 10k food each. Costs will probably need adjusted! A couple of modifiers that were briefly part of the civic have been moved back to the edicts (e.g., no more 0.5 hull regen on the civic, but one of the edicts grants 1.5 regen)
