Reduced Legendary Fleet's bonuses to help prevent fleet power sanctions early game
Removed the leftover Arcane technologies as they were still appearing in some rare instances
Fixed a weird bug where getting a new Envoy forced you to click an empty notification each time
Altered a few opinion modifiers to stop clashes with Exigency (turns out GODMACHINE AI empires REALLY HATED organics using the Sapient Intervention civic, which is cool for RP but not so cool if you want to avoid dying)
