Fixed a load game issue that prevented 'Event Driven Architecture' to work properly.
Also decreased the minimum range of some technologies, so they can be researched earlier.

Adds new tech: Resupply Alternatives
Event Driven Architecture yields different amounts of research points based on the event type, and a notification will be shown detailing the reward.
Outsource Discount effect raised from 25% to 30%.
