Fixed THUG recycler to build the Rocket Rover vehicle, oversight on my part. Added a non thug recycler for IA mode, duh! Tweaked my basic Rocket Tower to be more effective, I hope.

Still troubleshooting why svar12 does not seem to work for MPI, also commented out svar9, doesn't seem to be needed. Made some changes to the PL stab Bulldog and how it uses Splinter, hopefully they stop being damaged by friendly fire.

Added missing fvrecy_aegc. Maybe now MPI will use the appropriate recycler when using my AIP.

Fixed the build requirements errors in all my AIP versions. It looks like i was trying to build stock APC's without having the training facility built.

Updated Greenheart assets: ISDF/Scion comm vehicles; Scion FURY Flier. Added to the ISDF and Scion build trees the Heavy Turret and Heavy Guardian, has quad assault guns.
