-Loyal Capitals is now an advanced setup menu option, so you can turn it on or off like a game mode when you start a new game, without having to change your active mods

Bug Fixes:
-Removed overlapping requirement sets that were causing a database error
-Higher load order for mod files
-Changed the mod to "Affects Saved Games"
