Fixed missing icons on both asset versions of the locomotives

- Re-made both Penn Central paint schemes from scratch with more accuracy to the prototype.
- Added placeable asset versions of both locomotives.
- Added new double-header configuration that was overlooked in previous version.
- Removed Pennsylvania RR SD40 and put that in its own mod.
