I decided to re-thought a bit the concept of Keepers of Harmony civic (ecologist + spiritualist).

Until now they used to profit from static planetary features, like "Rushing Waterfalls" besides regular +2 generator district would also give them additional Housing and Ameneties. Also they got -1 housing from cities.

But then I realized that the very name of this civic implies that their bonuses should come from clearable Blockers, which that would rather keep, than clear. So, now

1) Their malus to City housing is gone, they live in regular size cities

2) All the environmental Blockers, like Mountain Range, Dangerous Wildlife, Dense Jungle and such, would provide some benefits: ameneties, housing and some Jobs, including very special new ones, that I just created: Xeno-biologist and Geo-physicist. This is supposed to discourage you from just clearing them off and thus "keep the harmony".

Please, try this civic out and tell me how do you like this idea.

Following some of your advice I made most of the policies available from the beginning of the game.
You don't need to learn any special techs in order to set the following policies: Education, Healthcare, Mass Media, Personal Weapons, Telecommunications, Transportation and Manufacturing.

However, I kept some policies available only after research, including all new Trade policies.

Keep in mind that some policies have Ethical "backbone", like Healthcare or Education, for example, which means that

- they are not available in case you have opposing Fanatic ethos or particular Civics;
- they provide some minor attraction to a backbone ethos;
- they might provide some unhappiness to opposing Faction;
