When I see this in a game though, there are way too many spawning places for it. As an example, I get 5 horses and 8 gold in the same 20 tile area. And that is on Abundant, I haven't tried it with the Mod that adds "Truly Plentiful", it will probably give me 15 gold in that same 20 tiles.
Neither, it's a luxury resource that will be spawned when you start a new game, so long as you have the required mod/dlc and there is a slot/space available for the resource generator to place it on a continent in the new game. Sea luxury resources do not affect this, as they have a different mechanic in play that makes them require something else other than an available slot/space.
By default there is 4 slots/spaces per continent for (only affects land luxury resources, and is never affected by however sea luxury resources you have for the game to choose from) land luxury resources to be randomly placed by the resource generator, and if memory serves me right in the base game you have about 3 or 4 more luxury resources for the game to pick from than you normally have continents to fit them on, at least on anything smaller than a huge map size anyway.
