Logical Purge Ethics 2.0

This changes the purging availability to make more sense by looking at the descriptions of the ethos and governments from my point of view. It allows the player based on both their ethos and Authority to purge. The list will show the ethos and governments that have it available. Feel free to give a suggestion to make this mod better, and to rate this on whether you enjoyed it or not.

Displacement Only:

• NOT Normal and Fanatic Xenophile
• NOT Fanatic Egalitarian

Purge Allowed:

• Every that isn't the below ethics can purge.
• NOT Normal and Fanatic Xenophile
• NOT Normal and Fanatic Egalitarian
• NOT Normal and Fanatic Pacifist

NOTE: I will not be updating this higher than 2.0 ever.
