Less Annoying Weather

This does NOT remove any weather;
It simply edits weather effects to remove the creation of blocks such as silt during sand storms.
This is to work around a Starbound Bug where weather effects can get into your house if the roof is off screen.

It also prevents snow from generating on top blocks.
Tip: Snowballs can be thrown on the ground to create snow, this allows you to place it where you want.
For convenience all snowballs are crafted in hand instead of at the anvil, and give 50 balls for 1 block.
