Oh I see. Yes, it does. Scroll to the top, look under the small pic. Here it says "Commercial Tourism" so this building will only grow in a tourism district. When looking for items that are specific like that, check that section of the asset's workshop page to verify. We creators can't control that specific part of the page - it is controlled automatically by the game. :)

No, I meant whether or not it spawned in a Tourism District.

Commercial Tourism and Commercial Entertainment do not grow - they're all level 1 or level 2, and honestly, I have never seen a level 1 replaced by a level 2. AFAIK they bring in the same income as regular commercial level 3. The tourism/entertainment commercial districts are a great money maker for me.

XAVE yanked that item off the workshop, which is what causes this problem. It affects all assets that use his rose bush creations. It doesn't affect performance, and I have fixed many of these (all other Paradise Tourism items have been fixed) but it is going to take time for me to get to everything.
