Not much else to narrow it down, since Kaefer is a very popular name in Germany.

Best guess is a program such as terragen. All these skyboxes were made sometime around c.2007-2009 so it would have to be an older program that existed within that time frame.

It is a pity that it is impossible to contact him, I would really like to learn from his experience in creating scenes with the sky and landscape.

I actually forgot to include the link, but it was made by Karatekaefer. They made a large amount of skyboxes about 16ish years ago over on GameBanana. This specific skybox is MPA 110, and can be found here:

CS:S has nothing to do with this map, and mounting HL2 does nothing for you except load the map files.

@jhne Same here. And I even have CSS and the HL2s installed as per the usual leech games.
