Toggle Zoning

描述
Adds a button next to road snap tool which controls whether or not the placed or upgraded road has zoning enabled. This mod will not add a zoned area to highways.

It is broken. As soon as i got it my city could no longer make roads to zone with and unsubscribing didnt fix it. Also it replaces the button for controling road elevation steps and that sucks balls.
