[4.2] XHK Frameworld 4.0 Fix

//CURRENT STATUS//
This is a temp mod to make the frameworld work with 4.2

Updates the Frameworld to 4.X. Balanced to keep similar gameplay mechanics and strength as before. (I swear i tried to keep it balanced)

//FEATURES//
  • All districts updated to 4.0, each with their own zones.
  • Most districts use vanilla zones, so mods that add their own zones are compatible.
  • Frame expansions no longer add build speed, but add +1 simultaneous build cap per 40 frame size.
  • Outposts no longer give pop growth modifiers, but add extra job growth jobs (spawning drones, replicators/roboticists, medical worker) and carrying capacity.
  • PCC Upgrade is weaker, but now doubles jobs from Trade, Unity, and Research districts.
  • Added mutagenic frame habitability.
  • Added tankbound compatibility.
  • Disabled ability for AI empires to have frame origin.

KNOWN ISSUES
This is a bit of a 90% done patch.
  • Refinery spec is missing art - Wait till gigas gets the birch fixed so i can use their art assets.
  • Only one automation building can be built in the non-rural districts. (This means that you cannot automate both alloys and trade, etc) THIS IS BECAUSE AUTOMATION BUILDINGS ARE A PAIN TO DEAL WITH WITHOUT COMPATIBILITY ISSUES - HOPE FOR A FIX IN PATCH 4.3
  • High Density compensation is broken - Vanilla Gigas bug, not my fault.
  • Sometimes after removing all pops on a planet, an outpost fails to be added.
  • Automation buildings don't increase district upkeep - THIS IS BECAUSE AUTOMATION BUILDINGS ARE A PAIN TO DEAL WITH WITHOUT COMPATIBILITY ISSUES - HOPE FOR A FIX IN PATCH 4.3

@samsockeater: That specific district will never be in this mod or the official frameworld cause its a bit unbalanced. I considered adding it to extra goodies, but I never found myself lacking enough build slots to warrant it.

were the idea for having a district for each of the sanctums from this or something ttft was on about for the gigas version when it drops?

@Skaeren: I'm not sure why it isnt adding it, it should be working without my intervention, but I just added it manually via event so its fixed.

This is pretty cool. Thank you for doing this. I do need to mention, however, that Galvanic Synthesis/Symbiosis/Retrofitting are not supported. The frame does NOT get the Living Metal Sediment deposites that grant a base +1 living metal production. I am not sure how to go about fixing this myself, but thought I should mention it.

@alfharobby: Frame is second priority after Birch, as stated by gigas devs

I think 이사우로스 is asking if it works with ANZ Voidframe, which it probably doesnt
