My mod was aiming at replicating 1.0.4, without any personal preference balancing changes.
1. Regulars seem to be of similar strength as 1.0.4.
2. Levies too. This fix does not make them accidentally 20x stronger against everyone.
There was some stuff for higher ages where the levy_combat_efficiency constant was battling with each other, but from the looks of it it should be fine. That was actually the reason for the "bugfix". levy_combat_efficiency=1 was always active and now it is again (just in the form of levy_combat_efficiency_modifier=20 aka 0.05*20=1).
