Rebalances migration between cities, towns, and rural areas. By reducing the attraction of rural areas and increasing that of towns and cities. This allows cities and towns to become more populated, with the population centering in them.

No problem, you can simply reduce the city growth in the mod file, which is located in the same file, then you can put that in a separate mod and voilà, you have exactly what you described as a mod.

Thanks, I wanted to do something like this for my pop growth mod that lowers city and town pop growth and make them rely more on migration. I will just use yours in combination instead.
