Lycia's Province Happiness And Influence Effects

Increased workforce penalty for low happiness. Added resource income penalty and bonuses to happiness, and added army movement penalties and bonuses for influence.

I used Replenishment and Recruitment Mechanic as the basis for my similar changes, but we picked different balances for our mods. My version is balanced to work with Lycia's Reduced Replenishment.

Unit hitpoints (they will replenish, though) upon recruitment modifiers are:

-Based on influence :

-0 to 20 : -30%
-20 to 40 : -20%
-40 to 60 : -15%
-60 to 100 (multiple tiers): -no modifier is applied

-Based on happiness :

--100 to -70 : -35%
--70 to -50 : -20%
--50 to 0 : -15%
-0 to 20 : -1%
-20 to 100 (multiple tiers): no modifier is applied

-For the replenishment rate :

-Based on influence :

-0 to 20 : -4%
-20 to 40 : -2%
-40 to 60 : -4%
-60 to 80 : no modifier is applied
-80 to 100 : 1%
-100: 2%

-Based on happiness :

--100 to -70 : -4%
--70 to -50 : -3%
--50 to 0 : -2%
-0 to 20 : -1%
-20 to 60 (multiple tiers): no modifier is applied
-60 to 80 : 1%
-80 to 100 : 2%
-100 : 3%
