Improved Civilian Traffic (No DLC)

This is essentially the Improved Civilian Traffic addon but without the requirement for any of the paid DLC's, including Search & Destroy and Industrial Frontier, which means all the landing zones for Meier island have been removed and all the vehicles that sink or are destroyed by natural disasters, collisions and sea monsters will simply vanish into thin air instead of exploding.

This should allow people that either cannot afford or just don't want to buy any of the paid DLC's to use this addon without any errors or glitches.
