Increased initial attack timer for Campaign

This mod increases the initial wave timer for when you first build your HQ and for the first HQ upgrade. I also increased the wave timer by about a day so you aren't spending every single day mostly repairing your buildings when playing on brutal. You should now have some time to build a few things before being attacked on the hardest brutal difficulty settings.
