Lag Reducer

This is my attempt to reduce late game latency/lag. The goal is to reduce the required liquid and energy buildings by half while attempting to reduce the impact on the game's balance.

Buildings effected:
- All power generation and storage buildings. (2x cost/2x production/ 2x storage)
- Energy Connector (2x Cost/2x Range)
- Gas Extractors and Filters (2x Cost/2x Production/1x Energy Consumption)
- Liquid Compressor and Decompressor (2x Cost/2x Production/2x Storage/1x Energy Consumption)
- Liquid Pump, Storage, and Filtering Plants (2x Cost/2x Production/2x Storage/1x Energy Consumption)

NOTE: Energy Pylon is unchanged.
