Then those mods are only showing the base accuracy and crit chance of the gun, they do increase over time.
Their damage in the mod is still enough to kill zombies in a single shot as long as you hit them in the chest or head. Just not enough to kill multiple at once while shooting them in the feet.

Yes, in the vanilla game, accuracy and crit increases with your aim skill.
Overall, the mod does buff firearms (besides shotguns, which are nerfed). Damage is increased, and your starting accuracy and crit chance is lower, but you gain more hit and crit chance per aiming level, making it much closer to B41.
