Incorporation that takes 21 years is absurd. You need to understand that incorporation is not the nationalization of a region like in Europa Universalis 4. If we take as a basis that incorporating a region is a bureaucratic action—for example, conducting a population census, issuing passports, or establishing state institutions—then it should decrease with the discovery of technologies such as telephones, passports, and paved roads.
I've created a more simplified version that will be compatible with many mods.
Incorporation now takes 2, 5, 7, or 11 years.
