But when the need arises, you cautiously allow -- or force -- a few of the conquered people to join your army. Prohibited from all leadership positions of course.

You can recruit generic troops from a conquered capital. No commanders and nothing cap-only. A juicy flavour burst. Because no mages, the gameplay implications are minimal. Uses poptype slots #249 - #147.
