Enable Shuttlecraft Parts

Uses patches instead of overwrites to enable npc locked shuttlecraft parts.

Someone else made one that tries to work by just overwriting things, but it crashes on startup.

I made this by comparing that mod to the original shuttlecraft mod, and patched the things in instead of just overwriting everything.

Because of this it not only actually works, but also has a much lower file size. You WILL need the base mod though, unlike that one.
