This mod is an attempt at making Public Order more relevant in WH3, tweaked in a way that incentivizes players to interact with this often forgotten mechanic while staying close to vanilla.

This mod aims to return to the early days of WH2, back when Creative Assembly wasn't so concerned with how people cheesed the game. As such, I have removed the nonsensical balancing feature that gave you up to +8 Control if your Public Order was low and viceversa.

As a better way to nerf the rebellion farming strategy, I am considering reducing the XP gain when fighting rebel armies to zero. This idea has not yet been implemented in the mod, I am thinking about whether this is necessary or not.

On top of that, a number of effects that were exclusive to the High Elves are now shared across all the races in WH3. These effects include:
  • Income from all buildings in the province
  • Construction cost for all buildings in the province
  • Local recruitment capacity at the final stages

Inspired by the Control Overhaul mod made by Riley, the Construction cost effect has been changed to increase in intensity with each stage instead of being exclusive to the highest and lowest stages of Public Order.

And finally, the effects have all been mirrored to provide equal values at each stage instead of being generally lower when Public Order is positive. You will now be better rewarded for maintaining high Public Order.

FWIW I prefer sensical, and it is indeed a word. It's use calls attention to how vanilla is nonsensical.

@Antagonistes is there a SFO sub-mod possible for your mod? I'm playing a Lizardmen SFO campaign and it does not seem to work with SFO enabled. Hope the mod can work with SFO in the future.

Also making rebel armies give no exp will suck man. Don't do it! My rats will starve xD
