Starburst rework - no more hazard sail messages

I found it annoying how every time i went outside sail started yapping about it being cold outside or hot etc so i made this mod that removes the messages.

This still has the tutorial messages the mod adds since those only play once per character and you can just turn them off in the settings anyway.
