And yes, you can indeed tweak magazine sizes. Weapon sheets have tons of values you can edit, though you might run into different ones (e.g., the RL as an item, the RL weapon stats, or the Rocket projectile, which is what determines speed like in this mod, for example). From these files you can adjust things like ammo on pickup, max capacity, damage, spread, magazine size, reload times, weapon slots, etc.
You have to be careful though as every mod attempts to override the original file individually. Basically, if you have a mod that increases Minigun damage to 35 and another one that moves it to the second weapon slot, only the last installed mod changes will apply.
By the way, there is a question: is it possible to change the number of cartridges for each weapon? And how difficult is it? I just have a strange idea for changing the number of rounds in a weapon. Not a request, just want to get some advice.
