Building 1: Low-rise 4-storey stalinka

Good idea. Quality of living has now been adjusted to max. 89% to function better with early start scenarios.

Can you change the quality of residential buildings to no higher than 89%? On full early start with research, anything 90%+ requires "Comfort Living" researched, but that's locked behind "Reinforced Panels" stage (which is only available after 1955), which itself is locked behind "Panel Construction" which is not available till 1941.
