VVE - Shuttle Recipe Tweaks

Odyssey’s new shuttles can make earlier VVE vehicles feel obsolete. This patch rebalances things by raising shuttle build costs and integrating Vanilla Vehicles Expanded parts into those shuttles.

- Adds VVE components (Fuel Tank, Battery, Wiring, Exhaust, Suspension, Alternator) to the construction cost of Odyssey shuttles.
- Also patches other shuttle mods if present (e.g., Orca Shuttle., Odyssey Transport Shuttle.), so they require VVE parts too.
- Only affects new blueprints; existing shuttles aren’t changed.

- Works only when both Odyssey (or the relevant shuttle mod) and Vanilla Vehicles Expanded are enabled.
- Pure XML patches; no C#.
- Compatible with most mods. If another mod also changes the same shuttle costs, last loaded wins.

- Add: Safe mid-save; new shuttles will use the updated costs.
- Remove: Safe; cancel and replace any in-progress blueprints that were using VVE parts.

- Vanilla Vehicles Expanded team for the vehicle component defs.
