Now fully compatible with all Legacy maps.


Since first playing the BETA, I fell in love with the new Frostlands mechanics — the way we can create a web of outposts and settlements supplying our City.
However, after many months, the Utopia Mode experience began to feel repetitive:
the same locations, repeating with little variety or unique flavour.

This mod aims to fix that.

By expanding the number of settlements, adding new flavour text, and making subtle gameplay tweaks, my goal is to make each playthrough feel more varied, interesting, and memorable.

Overview

17 New Settlements to discover in your game session.

Changes and improvements to existing outposts.

Future updates will refine and expand the experience with more sites, settlements, and outposts.

Important

Since the Legacy maps weren’t designed with more than two large settlements in mind, their placement can sometimes feel odd — at times clustered awkwardly around certain corners of the map. I’ve tested this extensively, but if you encounter any issues — such as crashes or missing settlements/outposts — please leave a comment and I’ll address them as soon as possible. Enjoy!



Types of Changes

1. Flavour Updates (F)

New descriptions to make locations more interesting.

Unique backstories and lore touches for better worldbuilding.

2. Minor Tweaks + Flavour (TF)

Small adjustments to certain settlements (production values, buffs, debuffs) while keeping balance.

Additional text to match tweaked gameplay effects.

3. Brand New Settlements (NS)

Entirely new settlements with their own lore, requirements, and outposts.

Designed to fit naturally into the Frostpunk universe.




Food Outpost Rework

This mod reworks the way food outposts are used. In-game, upon discovering one you will have a choice to make:

Harvest normally – Works just like vanilla.

Harvest responsibly – Reduces the efficiency of the outpost, but increases the food deposit size and marginally improves relations with all Adaptation communities and factions.

Fishing Village – It will first require repairs, after which you will be granted a near-limitless food outpost that must be operated via a trail or skyway.




Cores Outpost Changes

This mod introduces minor adjustments to the Core Outposts, making them more varied and rewarding to discover.

Features:

Added 3 new flavour variants of Core Outposts (Military Vault, IEC Storehouse, Private Shelter), each with unique descriptions.

Each outpost now contains 5 additional Steam Cores.




Fuel and Materials Outpost Rework

Alongside the food outpost changes, this mod also reworks Fuel and Materials outposts found in the Frostlands.

When you discover one of these sites, you will be presented with a choice:

Extract normally – Works like vanilla.

Expand the operation – Upgrades the outpost and increases its output at the cost of Prefabs and a marginal rise in Squalor. Progress-minded communities and factions will approve of this choice, marginally improving relations with them.

Settlement List

Fuel-focused

Logjam — An enormous logjam frozen in place, trapped beneath ice and snow. (F)

Hester’s Pit — A massive coal mining pit. (TF)

Blackhollow (Reworked) — Remote settlement clustered around a towering mine shaft. (F)

Oil Rig – A simple flavour adjustment to the existing oil settlement. (F)

Raven's Fall – A community built beneath the wreckage of a fallen dirigible. (NS)

Materials-focused

Prospector Mine — Ancient gold mine abandoned long before the Frost. (TF)

Haven's Rest — Community within the hull of a massive icebreaker. (NS)

IEC Ironworks – An abandoned IEC mining complex, its furnaces cold and its warehouses looted — waiting to be retaken. (TF)

Hazelwood - An enormous forest lies entombed beneath the ice, its crowns barely breaking the surface. (F)

Food-focused

Mosshearth — Deep crevasse home to a Frostlander community. (NS)

Research / Prefab Storage

Crève-Neige — A colossal train entombed in ice, only its great locomotive free. (NS)

Goods / Trade

The Grand Bazaar — Marketplace built from an old train yard. (NS)

Imperial Factory – An abandoned factory of the Imperial Exploration Company, its furnaces cold and assembly lines silent. (F)

Medical

The Monastery (NS)

Storage-focused

IEC Vault — Former IEC hub, now home to a Frostlander community. (NS)

Iron Bank — Vault for the wealthy’s treasures before the Frost. (F)

Salt Mine — Vast tunnels in salt-rich stone. (F)

3. would be great for scouts, 4. does not need to slow it down but maybe there would be another penalties like lower trust, higher discontent etc.

I would like to write some suggestions for this mod:

1. Instead of 4 fishing villages some should be different and be for example Seal Colonies
2. Some outposts should require prefabs weekly to work
3. Outposts which would be built with prefabs and materials and then they would speed up exploration ( old shipwrecks, caves etc. )
4. More dangerous Frostland ( slavers, raiders, polar bears, cannibals, you name it ) and their own settlements, parts of the map etc. which would slow down Frostland exploration until they are dealt with.

Yeah, I had to sub on ModIO. No idea why Steam hates mods sometimes.
I still find that the mods get disabled after I quit the game, so I end up having to sub again everytime.

If for any reason your having trouble downloading my mod from Steam, I would suggest that you try downloading from ModIO, you can always download the raw file and place in the game's pak folder.

Hello! Any idea why the game would refuse to enable mods?

I enable them in the game menu, accept, the screen goes black and then shows me the main menu. When I check, every mod is disabled. Can't enable them at all. Tried enabling and restarting, verifying the files, resubbing, doing just one mod, but they never show up as enabled. O.O

For other modes I set the game version to 1.3.1 but it wont load the mod, crashes.. is there any way for mods to be reverse compatible?
