for item 1 that is expected, you can find that in kei's mod page on steam
1. I can only use "promote" interaction from the province/holding window, not the council but I understand due to the way the mod works this might be working as intended.
2. The moment I unpause after using the promote interaction, the councilor will say they finished their task. I don't know if these interaction actually affect anything because according to the council tab they still are on their default tasks.
3. Related to 2. There is an estimate for the number of months the promotion of faith/culture is expected to take. In my case it's 4-5. For the sake QoL the promotion should continue. The ideal would be to be able set the threshold at which it would stop and move to the next holding.
There are 2 minority systems available for use. Either Granularity (requires that mod), the integrated Minority system (requires nothing except the game rule) or neither.
A question though, what is CandD? if you refer the granularity mod then instruction 1. doesn't make sense but if you refer to another mod then 3. doesn't make sense; the only options are minority or granularity.
