Small Town First Responders - Main Mod - B42

This is the B42 port of STFR.
This is the Main Mod.
STFR is a mod that overhauls the game's first responders with per-town police/fire/ems content, plus other goodies like postal workers and security guards.

No, there is no Filibusters support anymore. No, it's not planned.
I'm totally ok with someone else adding it back as an STFR addon.
