RB's Techs

Adds two techs, though I might add more later if I think of anything. New characters will get them like normal, but old characters will have to talk to Elliott at the Outpost.

Tech List:
Bubble Sphere (Head): A sphere that moves through water like air. It can swim, and it provides oxygen and fall damage immunity while in liquid.
Speed Boost (Body): I got tired of double-tapping to sprint. This just gives you a 20% speed boost all the time.
